Jasmine Borrego


Jasmine manages and oversees TELACU’s affordable rental housing portfolio for senior citizens and the disabled, and identifies and secures funding for the delivery of effective social services for residents. She is responsible for ensuring that each community complex provides a wholesome and safe environment and is managed in compliance with all governmental funding and regulatory agencies. She serves on the boards of Affordable Housing Management Association, LeadingAge, and LeadingAge California.


Walter Maynard

Executive Vice President of Operations

Walter collaboratively works with the department Directors and manages the Operations and the Budget Departments. He is responsible for enhancing the internal organizational processes and infrastructure. Prior to joining TELACU Walter was the Asset Manager for The Housing Authority of the City of Los Angeles’s Asset Management Department. Walter has been involved with over $4 billion in acquisition and development activity for companies such as Wells Fargo, Westfield, CentroWatt, Combined Properties, and The Festival Retail Fund. Walter earned his MBA in Finance from USC and a BA from UC San Diego in Economics with minors in Environmental Chemistry and Philosophy. He serves on the board of REAP Los Angeles Host Committee.


Angelique D’Silva-Williams

Director of Occupancy & Regulatory Affairs

Angelique manages the Occupancy Department and ensures all HUD-subsidized projects comply with all federal, state, and local regulatory requirements. She oversees the initial rent up of new buildings to include marketing, applicant screening, verification of program and income eligibility requirements, tenant selection, waiting list preparation, and move-in process. Angelique has a Master of Arts from the University of La Verne in Public Administration and Education. She has memberships in LeadingAge, LeadingAge California, and the Affordable Housing Management Association.


Juan M. Medina

Director of Maintenance

Juan oversees maintenance operations at TELACU Residential Management and TELACU Property Management. He ensures all properties in TELACU’s affordable housing portfolio are being maintained at the highest quality standards to provide tenants with a safe, decent and sanitary place to live. Juan is also responsible for developing and implementing courses of action that will support field staff in complying with their assigned duties within budget. Juan is a Certified Green Building Specialist through Build It Green.


Becky Ruvoletto

Director of Social Services Program

Becky oversees a staff of Social Service Coordinators in the field connecting the elderly and disabled persons residing in residential assisted housing developments with supportive services. Becky has a proven track record of obtaining over 1.5 million in funding for the Service Coordination Program. Becky also provides Quality Assurance over the Social Service Coordinator Program ensuring compliance with all HUD requirements. She also serves on the board of the Southern California Chapter of Service Coordinators.
