David is a past Chairman of the United States Hispanic Chamber of Commerce, advocating for more than 2.5 million Latino businesses throughout the nation. He was recently appointed by President Barack Obama to the U.S. Treasury Department’s CDFI Community Development Advisory Board. |

Dr. Michael LizárragaPresident & CEO, TELACU and TELACU Industries Michael is responsible for the management and oversight of TELACU, TELACU Industries and subsidiaries. He has led the successful growth of the organization for more than 20 years, engaging in new commercial real estate developments and housing projects, increasing the company’s community lending portfolio, developing new community assets, and acquiring or starting new businesses. Michael is a Trustee of Azusa Pacific University, where he received an Honorary Doctorate in 2014. He is Treasurer for the Board of Governors of the California State University Foundation, and serves on the Boards of the CalChamber, the Los Angeles Area Chamber of Commerce, and the Brittingham Social Enterprise Lab at the USC Marshall School of Business, where he received his Bachelor of Science degree in 1985. |

As President of Pyramid Services, he oversees the growth and operations of this subsidiary, which provides general contracting and professional services to federal agencies. Jasmine BorregoPresident, TELACU Residential Management Jasmine manages and oversees TELACU’s affordable rental housing portfolio for senior citizens and the disabled, and identifies and secures funding for the delivery of effective social services for residents. She is responsible for ensuring that each community complex provides a wholesome and safe environment and is managed in compliance with all governmental funding and regulatory agencies. She serves on the boards of Affordable Housing Management Association (AHMA) and Aging Services of California. |

John ClemPresident, TELACU Construction Management John manages and oversees the business and client service activities of TCM. This includes the development and construction of new community assets such as libraries, schools, military facilities, and government buildings. He directs a team that provides program and construction management services to cities, school districts, community colleges, and other public entities that have major building programs. |

Lauren LizárragaSenior Vice President, TELACU Education Foundation Lauren is responsible for the operational management and administration of the Foundation. She oversees a team that directly implements the Foundation’s College Success Program, Health Careers Program, and three federally-funded TRiO Programs – Upward Bound, Talent Search and Veterans Upward Bound. These five Programs collectively serve 2,000 high school, college and nursing students, and veterans. Lauren serves on the Board of Directors of the La Casa de San Gabriel Preschool and Community Center, a community service organization founded by her grandparents nearly 70 years ago. Lauren received her Bachelor of Arts in Communication Studies from Azusa Pacific University in 2011 and her Master of Science in Social Entrepreneurship from the USC Marshall School of Business in 2015. |

Her team manages the company’s public relations, creative services, information technology systems, and corporate communications. She also serves as Executive Producer of the TELACU Education Foundation’s Annual “Building the Dream” Gala, with responsibility for solicitation and fundraising as well as overall event planning, coordination and execution. |

Tom ProvencioSenior Vice President, TELACU Development Corporation Tom is responsible for the development of TELACU’s Senior Housing portfolio, including TELACU’s HUD 202 Program Senior Housing projects. His team manages all phases of project development from pre-development to construction completion. This includes site selection; preparation and submittal of applications and project documents; interfacing with project team members and governmental officials; overseeing project design, budget, financing, entitlements, escrow and closing processes; monitoring construction schedule and quality control. |

José VillalobosSenior Vice President, TELACU Industries José manages TELACU’s public sector initiatives. He is responsible for identifying and accessing government programs, and affecting legislation at the federal, state and local levels that can be utilized in the expansion of the company’s subsidiaries and business activities. He also oversees TELACU’s non-regulated capital investment programs, including New Markets Community Capital and TELACU Community Capital. |
