Head of household must be at least 18 years-old and diagnosed with HIV/AIDS at time application is submitted. Household income must not exceed 50% of the HUD annual income limits. In addition, this project assigns preferences to applicants who meet certain criteria and is a method intended to provide housing opportunities to applicants based upon household circumstances. Applicants with preferences are selected from the waiting list and receive an opportunity for an available unit earlier than those who do not have a preference.  Preferences affect only the order of applicants on the waiting list.  They do not make anyone eligible who was not otherwise eligible, and they do not change an owner’s right to adopt and enforce tenant screening criteria.

The project has decided to assign various importances to their owner-adopted preferences. Therefore, a ranking, rating, and combination of preference circumstances are identified and will be consistently used.  In addition, the project has chosen to adopt a policy that provides top priority to an applicant who qualifies for the most preference categories (also known as combining preferences).

The owner-adopted preferences below are the following in order of ranking from 1 to 3:

  1. Household is currently living in transitional housing or leaving home without an alternative situation;
  2. Household consists of a single parent with dependent child or children; and,
  3. Household is living over-crowded (more than two persons per bedroom) or substandard conditions. HUD defines substandard housing if it is dilapidated. A housing unit is dilapidated if it:
    • does not provide safe and adequate shelter;
    • endangers the health, safety or well-being of a family in its present condition;
    • has one or more critical defects; OR
    • has a combination of intermediate defects in sufficient number or extent to require considerable repair or rebuilding. (The defects may involve original construction, or they may result from continued neglect or lack of repair or rebuilding).
    • does not have operable indoor plumbing;
    • does not have a usable flush toilet, bathtub or shower inside the unit for the exclusive use of a family;
    • does not have electricity or has inadequate or unsafe electrical service;
    • does not have safe or adequate source of heat;
    • should, but does not, have a kitchen;
    • OR, has been declared unfit for the habitation by an agency or unit of government.

Hoover Street Apartments, Tripp House and Nyumba Apartments

“One of the requirements under the Shelter Plus Care program requires registration with the Los Angeles’ Coordinated Entry System (CES). CES is a list of all of the people in the region experiencing homelessness, prioritized by community standards, to be referred to available housing inventory. If you do not have a unique identification number, please call 2-1-1 and register with CES.

Head of household must be at least 18 years-old and diagnosed with HIV/AIDS at time application is submitted. Household income must not exceed 50% of the HUD annual income limits. Applicant must be chronically homeless.”

Montebello Downtown Plaza Senior Villas, Montebello Senior Villas and West Covina Senior Villas II

Head of household must be at least 55 years-old at time application is submitted. Household income must not exceed the low-and moderate-income of the State of California Department of Housing and Community Development (HCD) annual income limits. Section 8 vouchers are welcome.

South Gate Senior Villas, West Covina Senior Villas I and Via Campo Senior Villas

Head of household must be at least 55 years-old at time application is submitted. Household income must not exceed the 60 percent area median income limit under the U.S. Department of Housing and Urban Development Income Limits applicable to projects financed with tax-exempt housing bonds.

Astoria Gardens

Head of household must be at least 18 years-old at time application is submitted. Household income must not exceed 50% of the HUD annual income limits.

Laguna Senior Apartments

Laguna Senior Apartments is a recipient of housing subsidy under one or more subsidy programs, and is subject to applicable laws, regulations and guidelines.

For the low income housing tax credit units, head of household must be at least 55 years-old at time application is submitted. Household income must not exceed the HUD annual income limits applicable to low income housing funded with Low Income Housing Tax Credits (LIHTC). Section 8 vouchers are welcome.

For SHIA/MHP units, head of household must be at least 55 years-old and have HIV/AIDS or other chronic illness health condition AND is homeless or at-risk of homelessness at time application is submitted. Household income must not exceed the State of California state median annual income limits for NOFAs dated on or before January 16, 2003.
