Jasmine BorregoPresident Jasmine manages and oversees TELACU’s affordable rental housing portfolio for senior citizens and the disabled, and identifies and secures funding for the delivery of effective social services for residents. She is responsible for ensuring that each community complex provides a wholesome and safe environment and is managed in compliance with all governmental funding and regulatory agencies. She serves on the boards of Affordable Housing Management Association, LeadingAge, and LeadingAge California. |

Yuri EscandonVice President of Field Operations Yuri is responsible for the management, operations and compliance of the TRM/TPM portfolio and drives fulfillment of the Mission Statement through effective leadership, financial insight, and innovative property management strategies. He works collaboratively with Department Directors to ensure the strategic goals outlined by the President are achieved. Yuri has a BS in Public Administration from the University of Southern California, and draws from his leadership experience as a United States Marine Corps Officer. He serves on the board of AHMA-PSW and has memberships in LeadingAge and LeadingAge California |

Angelique D’Silva-WilliamsDirector of Occupancy & Regulatory Affairs Angelique manages the Occupancy Department and ensures all HUD-subsidized projects comply with all federal, state, and local regulatory requirements. She oversees the initial rent up of new buildings to include marketing, applicant screening, verification of program and income eligibility requirements, tenant selection, waiting list preparation, and move-in process. Angelique has a Master of Arts from the University of La Verne in Public Administration and Education. She has memberships in LeadingAge, LeadingAge California, and the Affordable Housing Management Association. |

Karina BarraganDirector of Social Services Programs & 504 Coordinator for TRM and TPM Karina Barragán is the Director of Resident Services Programs for TELACU Residential Management, Inc. As the Director of the program, she has become a strong advocate for seniors and continually strives to support her colleagues and community. Karina holds an M.A. in Education from Azusa Pacific University and a Professional Service Coordinator Certificate from Ohio State University. She has utilized this background to bridge relationships with universities in surrounding communities, which has facilitated providing critical services to the aging population. Karina serves as President for the Southern California Chapter of AASC (American Association of Service Coordinators), LeadingAge California EMERGE Alumni, server on the LeadingAge California Services Excellence Committee, and was a facilitator for the MedCHAT Collaborative, a research program for the future of Medicare. Karina is committed to positive change and continues to notably influence the aging and underserved communities. |

Christien TranController for TRM and TPM Christien manages the accounting department and ensures that all financial records are in compliance with generally accepted accounting principles and meet government agency audit standards. She is a Certified Public Accountant and holds a Master of Business Administration. |

Juan M. MedinaDirector of Maintenance Juan oversees maintenance operations at TELACU Residential Management and TELACU Property Management. He ensures all properties in TELACU’s affordable housing portfolio are being maintained at the highest quality standards to provide tenants with a safe, decent and sanitary place to live. Juan is also responsible for developing and implementing courses of action that will support field staff in complying with their assigned duties within budget. Juan is a Certified Green Building Specialist through Build It Green. |
